/   Why did it take 15 years to get the scores on CD?

The answer is two-fold.  The first part being what WAS the first nail in the coffin: Warner-Tamerlane Publishing Corp. -- didn't seem to have any interest.
The last part of the nail is that the scores were recorded (all of them as far as I know) in Los Angeles, California (U.S.A.).  For some reason the re-use fees for recording there are higher than normal, making the cost prohibitive of a release, unless some company shells out the cash (but still Warner-Tamerlane Publishing Corp. has to care enough to let them buy the rights).
Now, I don't know the AFM rules myself, but I think after 25 years the price becomes cheaper (still don't know if that also goes down for L.A. recordings).

A shame being that in 2005 the AFM passed new re-use fees making it cheaper for anything recorded after August 14th, 2005 -- a reason why some CD labels, like Varese Sarabande, have had longer CDs for new scores.
But all this is HISTORY because on November 25th, 2008, La La Land Records annouced a 2CD set of score from the series!!!

/   Will there CDs?

Yes.  La La Land Records has stated Volume 2 is nearly done; no time fram has been given at the time I wrtie this, but one would assume we'd see it announced about March.

Supposedly, though not confirmed, a Volume 3 is also in the works.

/   How many composers were there?

Simple answer:  I don't know. I only counted the first three seasons.

The longer answer is that even though there weren't as many people credited later when the show changed names, doesn't mean there weren't more; time schedules were hectic and the turn around not long enough for a composer to pull it off all by him or herself -- and some were composing and orchestrating on other projects.  It's reasonable to assume some ghosting went one here-and-there in isolated incidents.

/   I have heard there are bootlegs.  Is this true?

Yes, there are three.

There is one with cues from various episodes Walker scored, with a suite from "Avatar" shoved at the end for some reason.

/   Is there anything we can do to get it on CD?

Sadly, not really.  While petitions are nice, and some do succeed, I know of no petition that worked in regards to scores.
But dont' let this stop you from siging a petition.  Click HERE to read and sign a petition.
